Howeve r, despite all these subjugations, the wars drained Spanish economy, especially under the reign of the Habsburg administration that was deemed negligent and incompetent on most matters. This decline in power gradually led to tensions in the Spanish realm later on culminating to a different rule, the Bourbons, taking over the Spanish control. Despite the general conception that Spain is among the ancient European nations, its true sense of identity presented itself with the onset of the 19th century especially with the advent of the Peninsula war. This idealization is due to the inception of the peninsular war that delineated the real state of the Spanish national identity and initiated the true civilization that united Spain on a single purpose hence leading to its inherent identification and true sense of sovereignty. Prior to the 19th century, French had ridden on a number of conquests and successes that ensured it enjoyed domination over most other European empires. This was unde r Napoleon, who had a penchant for confrontations in the quest for territorial expansion. In light of this, Napoleon initiated the peninsular war through moving his troops through Spain in attack of Portugal, only to turn upon the Spanish empire thereby leading to the Spanish uprising in defense of their territorial abuse by the French. This initiated the true Spanish identity in the struggle for the Iberian Peninsula in the wake of the Napoleonic initiated wars2. Through this war, the French were able to disintegrate the Spanish administration leading to smaller factions that tried to maintain the Spanish identity through guerilla type of warfare. Due to the various enmities that Napoleon had created, British and Portuguese states combined forces with the guerilla tactics of the partly annihilated Spanish empire to prevent further conquest by Napoleon. Following the disintegration of the Spanish entity into smaller factions during the peninsular war, the Spanish nationals sensed th e threat of territorial defeat and embarked on uniting under one cause to protect their identity end ensure national prosperity3. This lead to the different factions coming under one political annex to ensure proper national unity in the quest for the independence they enjoyed prior to the war. After Liberalization privatization and globalization the IT knowledge for industries and entrepreneurs of public and private sector and government offices was the need of the hour to dispose the work scientifically with zero percent faults. The government of India passed a regulation in the year 1998 to compete in the global market by promoting IT sector in a best possible way. The government of India extended liberal rules and regulation to establish the IT industries. The Jharkhand Government has also adopted the similar rules and regulations to promote the IT industry in a view to contribute to the states and countrys economic and societal development. The rules and regulations related to IT industries are given below:- 1. Info-Infrastructure Drive: Accelerate the drive for setting up a world class Info-Infrastructure with an extensive spread of Fibre Optic Network, Satcom networks and Wireless networks for seamlessly interconnecting the Local Informatics Infrastructure (LII), National Informatics Infrastructure (NII) and the Global Informatics Infrastructure (GII) to ensure a fast nation-wide onset of the INTERNET, EXTRANETs and INTRANETs. Coordinate with all Central Government and private agencies involved in putting together the Info-Infrastructure in Jharkhand and actively put supplementary connectivity to the last mile. Requests made by STPs would be acted on within two weeks of receipt. In this regard, any renovation or construction of State Highways, new power transmission lines and new township development projects would look into the possibility of adding Optical Fibre network in these projects. 2 With Indias potential to achieve $50 billion dollar of IT exports by 2008, policy ambiance will be created for Jharkhand IT industry to target for a $ 5 billion annual export by the year 2010. 3 IT for all by 2010: Accelerate the rate of computer penetration in the state so that it reaches a penetration of one per 50 people by the year 2010. Towards the goal of IT for all by 2010, policies are provided for setting the base for a rapid spread of IT awareness among the citizens, propagation of IT literacy, networked Government, IT-led economic development, rural penetration of IT applications, training citizens in the use of day-to-day IT services like tele-banking, tele-medicine, tele-education, tele-documents transfer, tele-library, tele-info-centres, electronic commerce, public call centres, among others; and training, qualitatively and quantitatively, world class IT professionals. 4 Coordinate with all Central Government and private agencies involved in putting together the Info-Infrastructure in Jharkhand and actively put supplementary connectivity to the last mile. The Government would provide rebate in the cost of land allotted to an IT Industry @ 0.25% of the cost of land per job created subject to the following conditions: f. For establishing IT industries in the existing structures located in the industrial areas under IADA. This concession would be available only for such localities which are notified by the Industries Department and which provide certain minimum facilities like uninterrupted/backup power, reliable telecom links etc. (h) This concession would be available only for the first transaction when the first sale by IADA / Other concern is made to an IT industry. The above concession would also be available on the purchase of land by an IT Industry establishing an IT park for its own use provided it does not avail the concessions in para 16.e. Imagery and Diction in The Fish by Elizabeth Bishop Elizabeth Bishop's use of imagery and diction in "The Fish" is meant to support the themes of observation and the deceptive nature of surface appearance. Throughout the course of the poem these themes lead the narrator to the important realization that aging (as represented by the fish) is not a negative process, and allows for a reverie for all life. Imagery and diction are the cornerstone methods implemented by Bishop in the symbolic nature of this poem. The title of the poem itself dictates the simplicity Bishop wishes to convey regarding the narrator's view of his catch. A fish is a creature that has preceded the creation of man on this planet. Therefore, Bishop supplies the reader with a subject that is essentially constant and eternal, like life itself. In further examination of this idea the narrator is, in relation to the fish, very young, which helps introduce the theme of deceptive appearances in conjunction with age by building off the notion that youth is ignorant and quick to judge. Bishop's initial description of the fish is meant to further develop this theme by presenting the reader with a fish that is "battered," "venerable," and "homely." Bishop compares the fish to "ancient wallpaper." Even without the word ancient preceding it, the general conception of wallpaper is something that fades into the background. One is not supposed to take much notice of it. To add to this impartial picture, the fish is brown, the signature color of dullness. "Shapes like full-blown roses stained and lost through age" (lines 14-15) further cement the image of something with little time left. It is common knowledge that Dr. Jose Rizal is the Philippine National Hero who chose to fight the battle with his quills, paved the way for our independence and died doing so. However, it has always been fascinating to learn things that weren’t discussed on classrooms and lectures, to divulge facts that make a famous character seem like just the rest of us. So here are 10 fun facts that most Filipinos might not know about Rizal. 1.Jose â€Å"Pepe† Rizal was bullied as a kid. As a kid. Rizal was too small for his age and made him a target of Pedro’s bullying, insulting Pepe in front of the other students at the school of Maestro Justiniano Cruz. Equipped with his Uncle Miguel’s teachings about the art of wrestling, Rizal challenged Pedro to a fistfight. Rizal won and became popular as he proved himself a worthy opponent. 2.Jose Rizal wrote his first poem at the age of 8. Entitled â€Å"Sa Aking Mga Kababata† [To My Fellow Youth]. And it depicts one’s fervent love for his native language and asking his own generation to embrace it like we all should. 3.Rizal was a Hyperpolyglot. He mastered 22 languages: Filipino, Ilokano, Bisayan, Subanon, Latin, Spanish, Greek, English, French, German, Arabic, Malay, Sanskrit, Hebrew, Dutch, Catalan, Japanese, Italian, Chinese, Portugese, Swedish and Russian. 4.Rizal was addressed by his European lover as the â€Å"little bad boy†. It is not a secret that Jose Rizal had his way with women. And on the series of letters that were discovered to be love messages for Rizal, a Belgian woman named Suzanne wrote : â€Å"There will never be any home in which you are so loved as that in Brussels. So, you little bad boy, hurry back.† Now, who can resist giggling on this information? 5.He was accepted as one of the few Renaissance man in the world. A man who had broad intellectual interest. He was an anthropologist, ethnologist, ophthalmologist, novelist, sociologist, educator, economist, architect, engineer, sculptor, painter, playwright, historian, journalist, farmer, dramatist, martial artist, and a cartographer, among other things. 6.Rizal liked playing the lottery. And he won one-third of the grand prize of Php 18,000.00 with ticket number 9736. He gave a portion to his father, a friend in Hong Kong and he spent the rest buying agricultural lands in Talisay. 7.Rizal jovially pinched his students who can’t answer his queries. During his exile in Dapitan, he was able to establish a school, he had 21 pupils who were never asked to pay for tuition but was required by Rizal to work for the community. 8.Rizal is believed to be the reincarnation of Jesus Christ. There is a religious sect in Calamba Laguna, â€Å"Rizalista†, used to be known as â€Å"Iglesia ng Watawat ng Lahi† [Banner of the Race Church]. They combine religion and patriotism and believe that the execution in Bagumbayan was just a phase that he had to endure to be in the presence of God. They also believe that Rizal is still alive and lives deep in the forest of Mount Makiling. 9.Rizal was rumored to be the father of Adolf Hitler. Because of his famed reputation as a Casanova, it was believed that he was involved with a beautiful woman living somewhere in the border of Germany and Austria. Funny how Filipino imagination wanders. 10.Moments before his death, Rizal was reported to remain in a tranquil state. Before his execution, Dr. Felipe Ruiz Castillo took his vital signs and was surprised to confirm that his pulse rate was normal. Rizal was indeed ready and unafraid of his fate.

Macroeconomics Article Commentary Essay

The worst problems surrounding youth unemployment in Scotland are not over, a Scottish Government Minister told MSPs today. Despite statistics showing a rise in jobs on offer, Minister for Youth Employment Angela Constance said that such a claim would be foolish. She said that improvements in Scotland’s economy would resolve some problems of getting young people into work. But she added that, in the long-term, work is needed to help those facing â€Å"considerable barriers†. Constance’s remarks came as she appeared before Holyrood’s Education Committee to answer questions on the Scottish Government’s Youth Employment Strategy, and ahead of the publication of the latest job figures tomorrow. Figures show that 102,000 young people are currently unemployed in Scotland. That represents around one in four of those aged 16-24 who are economically active. â€Å"Given the recent economic indicators that suggest things are slightly improving in terms of vacancies, do you think we’re over the most challenging year, and have met the greatest challenge?† Ms Constance said she would not be â€Å"foolish enough to look into her crystal ball† and make such predictions. â€Å"We’ll deal with what comes our way,† she said. Pressed by Labour MSP Neil Bibby on whether she believed there is a youth unemployment crisis in Scotland, Ms Constance said: â€Å"What I believe is that we need to be in this for the long haul.† She told MSPs there were around 20,000 young people from disadvantaged backgrounds who face â€Å"considerable barriers to getting into work†. â€Å"When we think of youth unemployment, some of that will be resolved when the economy picks up and gets better,† she added. â€Å"But youth unemployment is always two and a half to three times higher than all-age unemployment. â€Å"There is always an issue there that we need to tackle and it is long-term action we need.† IA Commentary #2: Youth unemployment requires long-term action Just like a majority of all countries, Scotland is facing struggle in their economic recovery after the recession. The problem being addressed in the chosen article speaks about the youth unemployment crisis that is occurring in the country. Demand in the consumer sector is not what the main problem is. Apparently, the youth (age 16 – 24) have reached unemployment (ability to work but don’t have a job) rates of 25% due to â€Å"disadvantaged backgrounds†. This can most likely be assumed that these people have had a lack of education and do not have the sufficient skills to apply for the desired jobs. This could be labeled as a ‘skill mismatch’ between workers’ skills and employers’ needs. Unemployment can have a significant negative impact on a country’s economy and society. As the unemployment level rises, the more people are eligible for benefit payments (money given to the unemployed to consume basic necessities) which take away from the government’s revenue and spending power. Secondly, and most importantly, unemployment can cause a waste of resources and reduce the nation’s output which will lower the economy’s GDP. With this loss of the nation’s output, the economy will be producing within its PPF (Production Possibility Frontier: ability to produce ALL available resources efficiently) and lowers/decreases economic growth. The following labor market diagram can depict what unemployment the market is facing. As seen in the diagram, the labor market is shown in a simple AD/AS model. At Qe, the labor market is at equilibrium as the demand for labor matches the supply. Though, in this case, the supply of labor has decreased causing the AS curve to shift leftwards. This shows that the market is not running at full efficiency as production is being hindered. The resource of workers are not being allocated at high efficiency because they are lacking the factor of production of education. These factors of production are inputs that are used in the production of goods/services. The suggested solution of the article is to seek ‘long-term’ action to regain the loss of supply/productivity in the skill deprived market. Government intervention seems to be the solution to correct those workers facing ‘considerable barriers’ or lack of education. The reallocation of the government fiscal policy to boost economic activity will have to see a greater percentage of revenue towards the education sector. The fiscal policy is the use of the government expenditure and taxation to manage the economy. In this case, a supply-side policy will need to be rearranged to improve the quality of resources which would education in this situation. A period of economic austerity will definitely be needed as the government will be forced to lower discretionary spending (expenditure that is adjusted annually) in other sectors to assure that the current and future youth have better education and provide the economy with better qualities of production. Using the same labor market diagram, you will see the result of increasing the quality of the factor of production (education) as the supply of ‘able’ workers rises back to equilibrium. The diagram shows the effect of re-allocated supply-side fiscal policy (policies to alter the level of supply to create a stable economy) towards increased spending for the education sector. The government can lower the number of un-educated workers/youths that lack adequate skills by subsidizing education and implementing better training for jobs. Currently, the aggregate supply for young Scottish workers lies on the ‘AS Labor’ curve as firms can’t hire the un-skilled workers. This leads the real GDP, or the output of the country to be lower as goods and services aren’t being produced at maximum efficiency due to the lack of workers. The long-run solution that is alluded in the text would definitely be to improve the education system because currently the economy is running on spare capacity (producing at less than maximum efficiency). The economy would have to bare with the supply crisis until the workers have acquired the adequate skills. If the re-evalution of the fiscal policy is used by the Scottish government, then they can potentially fix this skill-mismatch issue and avoid disastrous economic problems. Lastly, to ensure economic safety, the Scottish government should restrain from borrowing money and spend money on other projects to allow them to fix their problem. This could hinder the development in other sectors as the money available to them should be placed towards education.
